Hill Country Community Action is a private, non-profit corporation chartered under the Texas Non-Profit Corporation Act.

Application to the Office of Economic Opportunity to form a Community Action Agency comprising of San Saba, Mills, Llano, and Mason Counties was submitted in July 1965.

On April 21, 1966 the application was approved to establish this agency.
