Community Services and Development (CSD) is a State of California department under the State Health and Human Services Agency.
CSD provides a Once-a-year assistance with paying a costly energy utility bill is available to income qualified California households under the Low-Income Home Energy Assistance Program (LIHEAP).
This program is coordinated locally via a network of community based energy service providers.
